Your submitted feedback has assisted PNCC with the establishment of the Animals and Bees Bylaw 2018, which was enforced on 1 July, 2018. 

The purpose of this Bylaw is to specify requirements for the keeping of animals, including stock, pigs, cats, poultry and bees, in the Palmerston North district.

The key changes include:

Cats

Microchipping and desexing of cats (unless registered for breeding purposes) applies to all cats born after 1 July 2018. Cat owners are responsible for the cost of these procedures.

No person may keep more than three cats per dwelling on any private land in the urban area without a permit issued under this Bylaw

Roosters

People in Ashhurst, Bunnythorpe, Linton and Longburn, or if holds a valid permit issued under the bylaw are allowed to keep roosters

A new definition of "animal"

Definition: Means any poultry (as defined), stock (as defined), cat, or pig; but does not include dogs or any such animal that is living in a wild state, or any other animal not referred to in this definition notwithstanding that it may be living in a domestic state.
